Gov. Andy Beshear vetoed eight bills passed by the 2025 General Assembly that he said harm Kentucky workers and break constitutional laws—he vetoed House Bill 6 among others—and lawmakers may override the vetoes when they return on Thursday and Friday.

On March 14th, Governor Andy Beshear vetoed House Bill 90, which would have clarified Kentucky’s pro-life law and expanded care at birthing centers; the Family Foundation said the veto came at the request of Planned Parenthood.

Lawmakers may override the veto on Thursday and Friday.

Gov. Beshear signed House Bill 15 on Tuesday, March 25, lowering the age for an instructional driver’s permit from 16 to 15—joining 23 other states with similar rules.

Lawmakers said the extra year will help young drivers gain the practice needed to be ready for a full license at 16.

Gov. Beshear signed 17 bills into law on Monday, March 24th — vetoing four measures and returning three without his signature to require coaches to report suspected child abuse and allow subpoenas for child exploitation investigations.

He also approved measures to strengthen penalties for protective order violations and to name June as Kentucky History Month as lawmakers return to Frankfort for the final two days of the session.

Gov. Andy Beshear vetoed House Bill 398 that would have replaced state worker protections with only federal standards—he said the change would lead to more workplace injuries.

Lawmakers will have the opportunity to override his decision when the Assembly reconvenes later this week.
