- ➤ Franklin County courts resumed operations Monday from temporary locations after the courthouse closed because of severe flood damage. The circuit court clerk’s office now conducts limited in-person business from Chamberlin Ave while Circuit and District court sessions take place there and at the regional jail with controlled public attendance. - ➤ Kentucky Supreme Court Justice Pamela Goodwine, the first Black woman elected to the high court, was sworn in on April 18 in Frankfort—her investiture was praised by fellow justices and Gov.
